My fav shift lead has suggested they be locked up but so far we haven't been given the go-ahead to do so for whatever reason.
The thing that gets me is the cops know who this guy is. After the first time he hit, they said, "Oh, that's Mike!" (I think that's his name but I'm not positive since I heard this part secondhand.) He's been locked up because, again, they know who he is... but still he gets out and goes right back to it.
