I use PBS, and I use the printable postage :) I'm willing to bet you are right and the person did not actually mail the thing until about 4 days before you got it, because the printable postage is first class postage. When you print the wrapper, you have the option of what date to have on it (bc you have a 2-3 day window), and like with all the books you are supposed to mark when you sent it so the recipient gets the email and knows that its coming.
I don't know of a way that you can complain if the person printed the postage and marked it sent but didn't send it until much later because they are an idiot, other than to send a message to the owners of the service so that they can track that person's shipments. Which sucks, but what can you do? :(
Did you get their little newsletter thing where they talked about the change over to paying for the service? I couldn't BELIEVE that they were surprised/shocked/hurt that people were all "fuck this noise" - I mean, seriously?! People on the Internet(R) bitch and complain about ANYTHING, even moreso if you give them some semblance of a reason. I definitely was side-eyeing that response o.O I mostly use PBS for my wish list books and I've actually gotten some SVHs of late - my post-100 books are starting to fill in rather nicely :)
